  • Two-time award recipient from Metro Denver Economic Development Corporation for efforts in economic development in recognition of outstanding achievement for the 2012 launch of Spaceport Colorado and in 2016 for the Denver-Adams County airport agreement.

  • Directed marketing and call center operations for startup identity theft protection service. Efforts led to $6 million in annual sales within the first 18 months culminating in a successful IPO.

  • Chaired three-year negotiations between Adams County stakeholders and Denver and Adams County Spokesperson for successful 1A for DIA campaign. Efforts led to first amendment of the 1988 airport agreement through successful 1A ballot measure in 2015, approved by more than 80% of the vote in Denver and Adams County.

Professional Experience

 

TODD CREEK VILLAGE METROPOLITAN DISTRICT, Brighton, CO                                                   August 2018 – May 2019

General Manager

CEO for enterprise water district. Managed daily operations, customer service and budget. Direct oversight of construction inspections, fleet maintenance, infrastructure and facility maintenance and repairs.

  • Instituted strong new budget controls for $7.6 million annual operation, including required bidding for capital construction, a purchase order system, and monthly budget accountability meetings.

  • Advised board of directors on significant financing decisions for a new reservoir. Evaluated innovative public private partnership proposal and made recommendations to the board.

  • Conducted rate study and advised board on water rates increases.

 

ADAMS COUNTY COLORADO, Brighton, CO                                                                                January 2011 – January 2019

County Commissioner

Led county operations and strategic planning with a budget of over $500 million and 1,000 employees. Services included public works, parks and open space, planning, community and economic development, emergency services, human services, and animal control. Full budget oversight, land use approval, and public policy authority.

  • Chaired the 3-year negotiations for an historic economic development agreement between Denver and Adams County, resulting in the first multi-million dollar tax revenue-sharing agreement of its kind in Colorado.

  • Launched reform measures in finance and purchasing operations that resulted in a “Sunny” award from the Sunshine Review for government transparency.

  • Reorganized the commissioners’ office and hired an almost entirely new senior staff while expanding the board to five members through a successful ballot initiative.

 

CITY OF THORNTON, Thornton, CO                                                                                           November 2001 – January 2011

Mayor (2007 – 2011) & City Councilmember (2001 – 2007)

Led a city of 140,000 with more than 1,000 employees and budget in excess of $200 million. City services included police, fire, community and economic development, planning, parks and recreation, water and solid waste utilities, public works and emergency services. Full budget oversight, land use, and public policy authority.

  • Negotiated with the school district on a land sale and purchase swap while consolidating school and city public works operations into a joint facility that saved both entities millions in annual operating cost. Agreements paved the way for 65 acres of commercial development anchored by Cabela’s at 144th and I-25.

  • Founded NATA, the first coalition of its kind, to lobby and advocate for transportation funding.
