Founding chair of two non-profit coalitions, the North Area Transportation Alliance (NATA) coalition and Smart Commute Metro North. Efforts resulted in a coalition of local government and business leaders and an investment into the Fastracks North Metro Rail Line of over $300 million and over $60 million in a tolled, managed lanes expansion on North I-25.
Two-time award recipient from the Metro Denver Economic Development Corporation for efforts in economic development in recognition of outstanding achievement for the 2012 launch of the Colorado Air and Spaceport and in 2016 for the Denver-Adams County airport agreement.
Directed marketing and call center operations for startup identity theft protection service. Efforts led to $6 million in annual sales in the first 18 months, culminating in a successful IPO.
Elected county commissioner in 2010 in middle of a contentious and public ethics crisis. Collaborated with elected officials and staff create a reform agenda. Reforms included the hiring of an external auditor and independent ethics officer, purchasing procedures and controls, and new employee recognition programs.

CITY OF TRACY, Tracy, MN March 2020 – present
Chief Administrative Officer for full-service, home rule community of 2,100. $12.5 million budget with $2.6 million general fund. Services include police, fire, public works, parks and recreation, community and economic development, library, airport, and cemetery. Enterprise operations include water treatment and distribution, sewer, solid waste, deputy registrar and municipal liquor store.
Led strategic planning effort that resulted in city council’s first-ever mission and goals-based 2021 budget.
Revamped entire financial structure with new chart of accounts, financial tracking software, and budget policies and controls.
Secured grants from Lyon County, the state of Minnesota, and Rural Development.
TODD CREEK VILLAGE METROPOLITAN DISTRICT, Brighton, CO August 2018 – May 2019

Chief Administrative Officer for municipal water district. Managed daily operations, customer service and $7.6 million budget. Full treatment and distribution operation including direct oversight of construction inspections, fleet maintenance, infrastructure and facility maintenance and repairs.
Implemented new budget controls, including required bidding for capital construction, a purchase order system, and monthly budget accountability meetings.
Advised board of directors on significant capital expenditures for a new reservoir. Evaluated innovative public private partnership proposal and made recommendations to the board.
Conducted rate study and advised board on water rates increases.
ADAMS COUNTY, Brighton, CO January 2011 – January 2019
Chief Elected Official for county of 500,000 with city services to 100,000. $500 million plus annual budget. Full executive, legislative and judicial authority including budget and land use. Services included public works, parks and open space, planning, community and economic development, emergency services, and animal control.
Chaired the 3-year negotiations for an historic economic development agreement between Denver and Adams County, resulting in the first multi-million dollar tax revenue-sharing agreement of its kind in Colorado. Agreement allows the expansion 1,500 acres of new business opportunity at DIA.
Personally lobbied state local and federal governments, including CDOT, RTD, DRCOG and the FHWA to fund a $60 million plus tolled highway project on I-25.
Launched reform measures in finance and purchasing operations that resulted in a “Sunny” award from the Sunshine Review for government transparency.
CITY OF THORNTON, Thornton, CO November 2001 – January 2011
Mayor (2007 – 2011) & City Councilmember (2001 – 2007)
Chief Elected Official of community of 120,000. Full budget oversight, land use approval, and public policy authority. City services included police, fire, community and economic development, planning, parks and recreation, water and solid waste utilities, public works and emergency services.
Collaborated with the school district on a land sale while consolidating school and city public works operations into a joint facility that saved both entities millions in operating cost.
Championed a rainy day fund policy that ensured healthy city finances while facing significant budget challenges during recession of 2008-2010. Made difficult but decisive choices to delay capital projects, limit hiring, and utilize reserve accounts to weather the recession.
Following severe 2002 drought, worked with team of staff and councilmembers to create a new water sustainability program including updates to the development code, programs for incentives to save water, and tiered water rate billing to incent customers to use less irrigation water.
