Local Government Management Experience
City of Tracy, Minnesota March 2020 – present
City Administrator
Chief Administrative Officer for full-service rural community. $14 million FY2022 budget. Services include police, fire, public works, parks and recreation, housing, community and economic development, library, airport, water, sewer, storm sewer, and solid waste.

Modernized the city’s financial infrastructure with a new chart of accounts, financial tracking software, budget policies and controls, and fiscally constrained capital improvement plan while turning $500K budget deficit in FY2020 into a projected $200K surplus in FY2022.

Managed multiple projects including the development of a new city website, a multi-year $21 water, sewer and street project, comprehensive plan, municipal liquor store construction, and COVID planning including use of CARES and ARPA funds.

Enhanced grant writing capacity and secured $111K from the federal EDA and $15K from the Minnesota Historical Society in addition to administering millions of MNDOT, FAA, USDA and PFA grants for public works infrastructure projects.

Chaired the 3-year negotiations for an historic development agreement between Denver and Adams County; co-chair of collaborative community effort to pass a successful public vote in both counties.

Collaborated with the school district on a land sale while consolidating school and public works operations into a joint facility that saved both entities millions in operating cost.
