As founding Chair of these coalitions led efforts that resulted in more than $300 million in investments into infrastructure.

  • Two-time award recipient from the Metro Denver Economic Development Corporation for efforts in economic development in 2012 for the launch of Spaceport Colorado and regional collaboration in 2016 for the Denver-Adams Airport agreement.

  • Elected county commissioner in 2010 in middle of a public ethics crisis. Collaborated with elected officials and staff to reform purchasing procedures, ethics policies, and organizational structure.

Local Government Management Experience

 

City of Tracy, Minnesota                                                                                                                                   March 2020 – present

City Administrator

Chief Administrative Officer for full-service rural community. $14 million FY2022 budget. Services include police, fire, public works, parks and recreation, housing, community and economic development, library, airport, water, sewer, storm sewer, and solid waste.

  • Modernized the city’s financial infrastructure with a new chart of accounts, financial tracking software, budget policies and controls, and fiscally constrained capital improvement plan while turning $500K budget deficit in FY2020 into a projected $200K surplus in FY2022.

  • Managed multiple projects including the development of a new city website, a multi-year $21 water, sewer and street project, comprehensive plan, municipal liquor store construction, and COVID planning including use of CARES and ARPA funds.

  • Enhanced grant writing capacity and secured $111K from the federal EDA and $15K from the Minnesota Historical Society in addition to administering millions of MNDOT, FAA, USDA and PFA grants for public works infrastructure projects.

 

Todd Creek Village Metropolitan District, Brighton, Colorado                                                      August 2018 – May 2019

Chief Administrative Officer for suburban municipal water district. Full treatment and distribution operation including direct oversight of budget, construction inspections, fleet maintenance, infrastructure and facility maintenance and repairs.

 

Adams County, Brighton, Colorado                                                                                                 January 2011 – January 2019

County Commissioner

Chief Elected Official for large suburban Denver-area County of 450,000. $500 million annual budget. Services included public works, parks and open space, planning, community and economic development.

  • Chaired the 3-year negotiations for an historic development agreement between Denver and Adams County; co-chair of collaborative community effort to pass a successful public vote in both counties.

  • Launched reform measures in finance and purchasing operations that resulted in a “Sunny” award from the Sunshine Review for government transparency.

 

City of Thornton, Colorado                                                                                                           November 2001 – January 2011

Chief Elected Official for suburban Denver-area city of 120,000. $100 million general fund budget. City services included police, fire, community development, planning, parks and recreation, water and solid waste utilities, and public works, and municipal golf course.

  • Collaborated with the school district on a land sale while consolidating school and public works operations into a joint facility that saved both entities millions in operating cost.

  • Led collaborative effort through coalition-building to ensure the completion of the Fastracks rail line and expansion of I-25 highway capacity.
